The following Guide has been prepared by the International Chamber of Shipping (ICS), which is the principal international trade association concerned with the operational safety of ships in all sectors and trades, and the World Shipping Council (WSC), which represents the world's leading container shipping lines.
The immediate impetus for the production of this Guide was the publication of two reports by the United Kingdom's Marine Accident Investigation Branch (MAIB). The first concerned its investigations into the collapse of a container stack on board the containership "Annabella"; the second addressed the loss of the containership "MSC Napoli", which came to grief off the south west coast of England in 2007.
