The Guidelines are designed to assist those in the United Nations system working to mainstream and integrate indigenous people’s issues into country policies and programmes. The Guidelines set out the broad framework for implementing a human rights-based and culturally sensitive approach to development for and with indigenous peoples. They also provide lines of action for planning, implementation and evaluation of programmes involving indigenous peoples. The Guidelines are divided into three sections, which includes an overview and existing international norms and standards, a practical table and checklist of key issues and related rights, and discussions of specific programmatic implications for United Nations Country Teams to address and mainstream indigenous peoples’ issues.
