"Akena Adoko, Obote's cousin is a social anthropologist and a lawyer. During Obote I, he was the head of the General Service Unit, (Uganda's 'FBI'). He was therefore at the nerve center of Obote's first presidency. He, however, played a peripheral role during Obote II.
