Drawing Lines is the fourth publication of the Core Challenge Initiative,
a three-year public policy research and communications endeavor and
a major component of the Canada West Foundation’s Western Cities
Project. Funding for the Western Cities Project has been provided by
the Cities of Vancouver, Calgary, Edmonton, Regina, and Saskatoon.
Funding for the Core Challenges Initiative has been provided by an
