本书稿是国家社会科学基金青年项目《新出秦简与秦代县级政务运行机制研究》（项目批准号为16CZS029）的结项成果。 近年刊布的里耶秦简等档案文书所载政务文书运行程式及其处理规程，为分析秦代县级政务运行机制提供了条件。从政务运行机制切入，动态地考察制度综合运作及所体现的权力关系，成为近年来制度史研究的前沿话题。这本书侧重日常县级政务运行，考察“关系”与“过程”交融运作的“活的制度史”；进而从“制度性权力”分析视角揭示秦代法律制度与实际政务运行过程的互动机制“内生”的行政权力关系（主要是行政权力配置及其运行关系）的动态性与矛盾性，思考秦代“以法治国”理念下地方治理背后的制度性理论问题，拓展传统的地方制度史研究。
