This is a slightly abridged version of a study that was submitted to the Cologne School of Library and Information Science, an institution of higher learning, in fulfillment of graduation requirements. The author traces the history and development of the Cologne popular-library system from 1890 to the end of the Second World War. In the title of the book the Cologne popular library is called "Stadtbücherei" (city library). This is the latest designation, used only since 1966. Before 1966 it was variously called "Volksbibliothek" and "Volksbücherei” (popular library).
