“人类世”的到来增加了社会生态系统的复杂性，在这个时代，人类行为已经成为全球变化的主要驱动力。尽管过去治理研究中的一些见解在这种背景下仍然有效，但扬认为管理具有高度连通性和以非线性、突发性变化为特征的复合系统，我们必须创新和设计出与我们已经熟悉的规制与监管完全不同的治理机制。这个治理机制应当具有足够的持久性和有效性去影响人们的行为，同时能够灵活地适应快速变化的环境。就此，他认为需要引入新的社会资本，以补充传统的规制和监管模式，并具体讨论了目标设定、有原则的治理、国际社会层面的善治三种新的治理思路。
