This code sets out the requirements for the design, and operational management of Mobile Processing Units used in the manufacturing and blending of explosives for use in surface and underground blasting and other explosive operations, including field packaging. This code applies to operational transport, mixing and delivery of materials using Mobile Processing Units on public roads and private property throughout Australia, including mining leases, whether surface or underground. This code also includes the on-site1 carriage of small quantity of detonators and boosters intended for immediate on-site use on tasks normally directly related with the operation of the MPU. It also includes the carriage of small quantities of explosives samples returned to the MPU operator’s depot for quality monitoring purposes. Nothing in this Code applies to the transport of explosives in vehicles, or equipment not covered or included by definition in this Code. The ADG Code, AEC or requirements of the relevant Competent Authority together with State legislative and regulatory instruments govern such vehicles or equipment. This Code has been developed by its members to fill a regulatory gap between the AEC and the current ADG Code. Owing to the specialised nature of the industry and the small number of participants it is perceived as an appropriate way to achieve the group’s overall objective of safety enhancement.
