Cambios en la oferta laboral de la familia limeña

La reforma laboral ha determinado cambios en la capacidad de generación de ingresos de las familias. Los cambios en la legislación laboral, al incidir sobre el ajuste tanto del mercado formal de trabajo como del sector informal, afectan el acceso a una ocupación remunerada por parte de los individuos, llevando a que las familias reasignen sus recursos de mano de obra, buscando mantener niveles de consumo previos. El objetivo de este trabajo es analizar los cambios en el comportamiento laboral de la familia limeña en un contexto de relativo estancamiento de la actividad económica y luego de un breve periodo de crecimiento con poca generación de empleo. Empleando los datos de la Encuesta de Niveles de Vida (ENNIV) de 1997, para Lima Metropolitana, encontramos que la asignación del tiempo de los miembros del hogar entre el mercado de trabajo y el hogar está determinada por diferencias en el sexo y la posición relativa en el hogar. Por medio de ecuaciones LOGIT analizamos los determinantes de la participación laboral de jefes de hogar y cónyuges. Encontramos que la participación laboral de los jefes de hogar está determinada por variables individuales, familiares y de contexto, mientras que la participación laboral de las cónyuges parece estar más influida por variables familiares y de contexto económico. Un cambio fundamental en el comportamiento de las cónyuges es que ante un deterioro del contexto económico, su comportamiento es ahora consistente con la hipótesis del trabajador desalentado. ABSTRACT Labor reform, through its effects on the work market adjustment, has determined changes in the capacity of generation of income of the families. Changes in labor legislation's effects over the adjustment of the formal labor market and of the informal sector, affect the access to a remunerated occupation of the individuals, leading to a reassignment of labor resources of the families in an attempt to maintain previous consumption levels. The objective of this work is to analyze changes in labor behavior of families, in a context of relative stagnation of the economic activity, and after a brief period of growth with little employment generation. By means of the data from Living Standards Measurement Study (LSMS) of 1997, for Lima Metropolitana, we found that the allocation of family labor force between the labor market and domestic activities is determined by differences in sex and in the relative position in the household. By means of LOGIT equations we analyzed the determinants of the labor participation of the heads of the household and spouses. We found that the labor participation of the heads of the household is determined by individual, familiar and economic context variables, whereas the labor participation of the spouses seems to be more influenced by familiar and economic context variables. A fundamental change in the behavior of the spouses is that confronted to a deterioration of the economic context, the spouses' labor behavior is now consistent with the hypothesis of the discouraged worker.
