Desde el año 2004 varias universidades públicas comenzaron a recibir importantes recursos adicionales provenientes del canon con el objetivo de desarrollar investigación científica y tecnológica pertinente al desarrollo regional. Cinco años después este objetivo no ha sido alcanzado. Ninguna de las universidades públicas beneficiadas con estos fondos especiales ha utilizado tales recursos para financiar proyectos de investigación de impacto regional. Este estudio sugiere que esta situación es la consecuencia de la pobreza de las capacidades y de la organización de la investigación universitaria, una situación pasada por alto por los actores políticos que decidieron otorgarle fondos del canon a la universidad. Sugiere además que esta pobreza de capacidades y de organización de la investigación universitaria es el resultado de una ambigua e irregular política de estado en materia de investigación científica y tecnológica. En tal sentido este estudio propone que parte importante de los fondos del canon sean destinados a fortalecer las capacidades y la organización de investigación de las universidades públicas en el marco de la política nacional de investigación que se viene implementando, y advierte que además es necesario cambiar la obsoleta ley universitaria aún vigente. ABSTRACT Since 2004 several public universities began to receive significant additional resources from mining canon in order to develop scientific and technological research relevant to regional development. Five years later, this objective has not yet been reached. None of the public universities which were benefited from these special funds have used those resources to finance research projects of regional impact. This study suggests that this situation is the consequence of poverty of capacities and organization of university research, a situation which has not been taken into account by policymakers who decided to grant canon funds to the university. It further suggests that this poverty of capacities and organization of university research is the result of irregular and ambiguous state policy on scientific and technology research. In that sense, this study proposes that an important part of canon funds are aimed at strengthening the capacities and organization of university research in the framework of the national policy of research which is being implemented, and it warns that it is also necessary to change the outdated university law still in effect.
